Price appraisal transferred from cultivated land to constructive land based on the sustainable use model - Taking Nanyang City, Henan Province as an example

This paper presents a new method based ion the sustainable use model for appraising the value transferred from cultivated land to constructive land. The purpose of this new methodology is to solve some of drawbacks found in the current land price appraisal methods in China, which just took the solo agricultural productive function as appraisal standard of cultivated-land value. This new method shows the whole exterior characters of cultivated land value instead of its individual benefits, the exterior characters is composed of five parts: natural productive price, social security price, social stabilization price, ecological safety price and development fight price, which have been able to handle all the complexities of many real world appraisal problems, resulting in a large numbers of cultivated lands transferred or expropriated to constructive lands and lacked of the sustainable use plan of cultivated land resources. Moreover, the new proposed methodology has been applied to a case study of paddy lands located in Nanyang City, Henan Province in order to demonstrate its goodness. From the results of this work, we can conclude that the approach proposed stands out as a good alternative to current cultivated land appraisal approaches.
