The article deals with the traditions of education of foreign children in the early 1900s in the Orenburg province. The author analyzes the domestic policy of the Russian Empire in relation to the education of foreign children. Archives prove the policy was determined by the time period when it was difficult to become a good official, an officer in the Horde, or "the ruler of a clan or deputy" without knowledge of the Russian language. The article describes the problems of foreign schools in the 50s - 70s of the 19th century, such as problems with teachers, lack of textbooks and teaching aids, poor management. The possibilities for overcoming these problems are also analyzed. A significant contribution to the development of foreign education was made by inspector of public schools Ibray Altynsarin. In conclusion, the author says about the necessity of knowing Russian and its importance in the moral and mental development of students.
