摘要：

This paper introduces the connotation of intelligent growth, and then uses AHP method to establish comprehensive evaluation system. On this basis, the state of urban development under natural and planned conditions is described by grey dynamic system model and central city model respectively. Select Keelung and Malmo as examples to verify the validity of the model and use the intelligent growth theory to provide a special plan.
