Constructing client-centered one-stop E-government

摘要
The need for a client-centered approach in government was originally asserted in the context of the New Public Management movements and has had a decisive influence on the E-government arena. One-stop government accomplishes client center by integrating services from the client perspective, either by coordinating processes at the front of office or by integrating them at the back-office. In this paper, we propose a generic approach, including a distributed architecture for client-centered one-stop E-government. The architecture supports the implementation of single access points, concurrent providers and integrated delivery channels. We argue that the proposed architecture permits the interconnection of almost any kind of government body and that it establishes a common ground upon which new standardization levels can be built. Also, we discuss a set of general requirements for client-centered one-stop E-government and how it be solved.
