摘要：

The work studies implementation of "The provision on the Orenburg Kyrgyz" and the role of the chairman of the Orenburg Boundary commission M.V. Ladyzhensky in the realization of this law of 1844 on the basis of new archival sources. Remarks of the head of the main organization for management of Kazakhs of the Junior Horde shows the pursuit of the regional administration to improve administrative policy of the empire in the periphery. The article shows that the Orenburg Boundary commission flexibly implemented the imperial policy in the region by attracting local elite representatives to the service and exploring national traditions and customs.
