The World Economic Forum (WEF), which takes place in Davos for over 30 years, is one of the most important meetings of politics, economy and culture. In consideration of the safety of the event, dispositions that unite all Swiss police corps, the army in subsidiary assignment and a variety of partners, are required. However, the safety efforts mustn't suffocate the spirit of Davos; it should be made possible that meetings can also take place outside the diplomatic flooring. The problem areas are personal security, the mastering of sabotage actions and disturbances, approved as well as not approved demonstrations, which take place nationwide and are not confined to the event of the WEF. The police implement a 3-D strategy (dialog/de-escalation/ drastic action) as used in the daily police work, to do the splits between liberty and safety. A staff of experts is appointed for the preparation and execution of this task. It judges the situation and requests the head of operations to carry out the proposed decisions. The canton Graubunden, the commune of Davos, the Confederation and the WEF will share the costs.
