摘要：

Chinese non-profit organizations, whose tax policy system is not yet complete, have developed in two major phases. To establish and improve their tax norms, we must integrate them with the status of the development of Chinese institutions and private non-profit organizations; draw on the international practice, and at the same time, to establish a hierarchical and diversified system of tax.
