This paper presents an approach for monitoring risk of the Norwegian onshore petroleum plants. The approach is based on the "Risk level project", which has developed a holistic framework and methodology for monitoring risk of the Norwegian offshore petroleum activities. A broad perspective on risk is adopted in order to monitor risk, covering information from different types of observations and indicators, as well as structured processes to analyze and evaluate these data, and conclude on the need for risk reducing measures. Incident reports and barrier performance data are integrated to produce summarizing risk indicators. The approach for the onshore plants is to have a stronger focus on barrier performance data and analysis than the approach for the offshore petroleum installations. New methods for monitoring risk and predicting safety performance are developed for this purpose. These methods are also suitable for other sectors than onshore petroleum plants.
