摘要：

This paper identifies and assesses the tools that can be used to build and sustain public organizations of integrity. No single tool is sufficient. All, including exemplary leadership, ethics training, audits, and personnel evaluations, must be drawn on. The paper also provides examples of efforts to build organizations of integrity in federal, state, and local agencies of government in the United States.
