摘要
In a world characterised by globalisation, talent constraints and development of new digital technologies, human resource management has to change rapidly. As public administration, both at central and local level is searching for innovative ways to reform, it is imperative that human resource managers assist, survive and thrive in the new public sector. After the accession into the EU in 2007 and due to the economic crisis 2008, the reform process of civil service had to be guided by a series of commitments assumed by Romania on the international and national level, involving changes of the civil service system. The current paper aims to present an introspective overview of how human resource management in the public sector has changed and continues to change within a complex environment in Romania since 2007. The paper is addressing issues concerning the changes in human resource management in the public sector, highlighting the challenges, opportunities and key successful factors. The paper will also emphasise the managing role of National Agency of Civil Servants and human resource departments from public institutions, the reform of civil service system in the current political and economic environment.
