摘要：
The concept of eGov platform is being developed. But in China, most of E-Government projects are implemented by all layers of public administration. So the size and complexity of the public administration, the inhomogeneous infrastructure varies greatly. How to deal with the information and communication flows between the external citizens or clients. GovML4 is a description language that supports the standardization of governmental information. The web resource can be defined as GovML metadata element which support the interoperability and the data flow between the interaction and the distributed services repositories.
