摘要
This paper intends to analyze the result of the participatory budget, in the period 2015-2019, in the municipality of La Plata. These policies, framed today in the practices of open government, were presented as one of the campaign axes for Cambiemos party (at the national, provincial and municipal levels). It was proposed to generate the necessary conditions to "open the State" to individual participation while demobilizing citizens. The city of La Plata was an experiment of this type of policy, where the participatory budget was presented as one of the campaign proposals despite having extensive experience in participatory budgeting. What were speeches, what were the policies promoted and what were the results? As will be indicated in the article, an antipolitical discourse led to the generation of new participatory technological mechanisms that disarmed the existing common spaces for the discussion of the participatory budget. The lack of information, discontinuity and lack of interest in generating new deliberative spaces for management, Cambiemos administration in the city of La Plata have marked an involution of the participatory budgeting policies hitherto existing.
