摘要
There are many collisions between vessels in the United States every year. Most small marine RADAR that are commercially available and affordable to most boaters do not have Automatic Radar Plotting Aids (ARPA) that can detect and provide warning of collisions. This paper discusses how a system could be implemented using small marine RADAR and the OpenCV computer vision library to automatically detect targets and how those targets could be displayed to the operator and warn them if necessary about an impending collision.
