摘要
With the deepening of globalization, the advent of a knowledge-based economy and the diffusion of sustainable development thought, world economic development has begun to gradually reveal regional features, which means the construction of regional innovation capabilities, potentials, and regional innovation systems have become the decisive factors for regions to acquire competitive advantages. Though the government, as the fundamental network node, is not a direct participant in the innovation activities, it plays an irreplaceable role in creating the regional innovation environment, promoting the formation and innovation of the innovation network, effectively regulating market behaviors, and exploring potential resources. Informatization, marketization and globalization provide both opportunities and challenges. Enterprises are the main actors in technological innovation, but the government plays an irreplaceable role in guiding the enterprises' innovation and improving the competitiveness in the regional competition.
