摘要
Appraisement of emergency response capability to water conservancy disaster is the basement to understand emergency response capabilities to water conservancy disaster, improve the level of water disaster emergency management and enhance the capabilities of water disaster emergency management. Based on the previous research results of evaluation of natural disasters emergency response capability and characteristics of water disasters, the paper build a appraisement system of emergency response capability to water conservancy disaster from three points with ten indexes, and provide a scientific basis for future management and programming of water conservancy disaster.
