Study on the operating mechanism of the water-saving society in China

摘要
The water-saving social operating mechanism indicates a series of processes and modes that are induced by the connection, restriction and influence among the important social elements, components and links. Moreover, these processes and modes are to promote the harmonious operation and development of the water-saving society. thereby, the water-saving social operating mechanism is a regular mode with special water-saving effects and functions. Its main purposes are to achieve efficient and sustainable utilization of water resources and support sustainable economic and social development. With its various factors connected and influenced with each other, the water-saving social operating mechanism is also a way to develop and utilize water resources. The operating mechanism is systemic, hierarchical, adjustable, controllable and complex. It includes impetus, integration, control and security mechanism, of which the four sub-mechanisms are harmonious in the structure and cooperative on the function. This paper gives a brand-new definition on the operating mechanism of water-saving society from the view of sustainable utilization of water resources. It summarizes the characteristics of the mechanism, and then discusses the composing of the operating mechanism in detail on the basis on crossing social studies and hydropower engineering science. Furthermore, the paper presents various measures and the operating modes used in the real situation. All these can provide a guide on how to establish water-saving society.
