Study on the operating mechanism of the water-saving society in China

The water-saving social operating mechanism indicates a series of processes and modes that are induced by the connection, restriction and influence among the important social elements, components and links. Moreover, these processes and modes are to promote the harmonious operation and development of the water-saving society. thereby, the water-saving social operating mechanism is a regular mode with special water-saving effects and functions. Its main purposes are to achieve efficient and sustainable utilization of water resources and support sustainable economic and social development. With its various factors connected and influenced with each other, the water-saving social operating mechanism is also a way to develop and utilize water resources. The operating mechanism is systemic, hierarchical, adjustable, controllable and complex. It includes impetus, integration, control and security mechanism, of which the four sub-mechanisms are harmonious in the structure and cooperative on the function.
