Management of Fund Procurement and Use of Public Universities in China

With the ongoing reform in management system of Chinese higher education, the universities in China have become independent legal entities with pluralistic fund resources. The gap between the supply and demand of funds for universities has posed a big challenge for them regarding the limited state fiscal appropriation and the increasing cost in teaching, research and operation. This paper aims to provide a theoretical basis and practical guidance for a better fund procurement and management of public universities in China, drawing some experience from the fund procurement and management of prestigious universities in Western countries and making a relevant comparison between those universities and their counterparts in China.
