Regional Economy Clustering as Effective Import Substitution Factor

The import substitution strategy has become a reaction to foreign policy conditions and the followed-up economic situation. This strategy requires not only the restructuring of the national economy, but also reviewing the approaches to improving the regional competitiveness. In this regard, the regional economy structure should be both sector and interdisciplinary and ensure the integration of various economic activity sphere representatives. One of the most effective approaches under such circumstances can be the regional economy clustering. It allows ensuring the domestic goods production and services using Russian scientific research results, which will solve significant social and economic problems, such as economic growth, employment, higher living standards for population and, consequently, increasing consumer activity.
