摘要：
The Land System is the core system in China, but lots of rural land do not belong to the concept of laws. From the perspective of rights, it is owned by the farmers, but it is also used to the farming land. Much state-owned and collective-owned land are all belonging to the public land scale, but they have very different status. The rights how to use and how to get the ownership of collective-owned land is not clear enough, as well as the farms do not have a stable land transferring system. We should push farmers' development though the method of reform and innovation.
