摘要：

Russia in July 29, 1998 promulgated the "Russian Federation Assessment Act" (hereinafter referred to as: Russian assessment method). China's assessment method in the development of the process of reference to other Western European and American countries, but the current study of the Russian assessment method is still less. Therefore, the in-depth study of it, to provide a reference for the promotion and improvement of the Chinese assessment method.
