Industrial transfer is the economic development and the inevitable pattern of change in the trend of narrowing the regional disparities, promoting regional economic coordinated development, is also the rare opportunity to upgrade local industrial structure This paper started with analysis of the status quo of the Wuhan city circle's industrial structure, combined with each city circle's industrial composition and the distribution of leading industry and found the problems of the city circle's industrial structure According to IPAT model which reflects the pressure and impact of city's economic development on the environment, focusing on Wuhan city circle how to carry through the second industrial transfer under the pressure of environmental pollution
