THE EVALUATION OF SKILLS IN VOCATIONAL TRAINING USING AN APPROACH BASED ON LEARNING OUTCOMES

The difficulty in evaluating competencies in initial vocational training in Spain is mainly due to the complexity of measuring non-directly observable constructs. For the measurement to be possible, it is necessary to convert the normative framework of initial vocational training to an encrypted system and establish instruments and units of measurement that allow large amounts of information to be handled in an adequate way. The main objective of the study is to create a competency assessment and measurement system that uses an approach based on learning outcomes. In terms of methodology, this is an exploratory qualitative study that measures the oral communication skills of 21 Administration and Finance students in a Professional Training Center in Madrid. The results offer a terminological delimitation and a categorization system through an ad hoc rubric to classify the levels of achievement achieved based on what we have called proficiency points. To conclude, we analyze how the vocational training is assessed, the measurement indexes are drawn up, and the feedback is issued for educational purposes.
