摘要：

The article analyzes the activities of a unique body of Soviet power - the People's Commissariat for Nationalities of the RSFSR. The evolution of its structure in 1918-1924, the change in the functions of divisions are considered. The NKN played a leading role in the implementation of the national policy of the Soviet government. The main consequence of the activities of the People's Commissariat was the creation of an ethno-territorial federation, in which the main provisions of the Bolshevik ideology and support for the Soviet government prevailed over all opposition movements.
