摘要
This article aimed to discuss the configuration of human rights within the context of higher education. This is bibliographic and documentary research that addressed, through a literature review, the main conceptual aspects, the normative frameworks as an object of the Brazilian educational context, as well as its implications for the deepening of the debate that deals with human rights as a fundamental tool in the formation of citizens and a protection mechanism against social injustices. With this in mind, it is also about discussing the legacy already reinforced in various legal instruments that requests cooperation to promote and encourage respect for human rights and fundamental freedoms. The results show that the main objective of this public policy is to protect the dignity of the human person, but the HEIs, despite the existing legal instruments, face challenges for a systematic process of Education in Human Rights in educational activities as a fundamental element in the construction citizenship and strengthening democracy.
