Research on Construction and Application of Comprehensive Credit Evaluation System of Bid Inviter's

With the development of China's socialist market economy, the government paid more attention to the construction of social credit system, at the mean time, the construction of credit system in bidding became the focus of decision-makers. This paper summarizes the common experiences and problems in the China's construction of credit system in the field of bidding by investigating Tianjin, Shanghai, and Chongqing, where are the typical areas from the angle of bidding inviters. In this paper, literature review method is used to select 14 bid inviters' credit evaluation indexes, and fuzzy comprehensive evaluation method is used to construct the weights of credit evaluation index and the credit rating. Finally, according to the basic principle of comprehensive application of credit system in bidding, this paper analyzes the main part of bid inviters' credit information collection and designs the credit information utilization mechanism.
