In this paper, by using the method of documentary, questionnaire testing method, expert interview, logic analysis, analysis and other methods, fully using the psychological health of students and related research achievements at home and abroad, mature mental scale, insist on the basis of reference principle, the principle of combining theory with practice, the materiality principle, concise, creatively completed the principle of higher students' mental health scale of development, and the mental health status of higher students are measured. Research results show that: the majority of higher students are mentally healthy, active, especially in ethics and social morality and social responsibility aspects show positive mental state.
