In analyzes the high-tech enterprise knowledge network architecture in the foundation, has discussed high-tech enterprise R&D impetus mechanism, proposed studies high-tech enterprise R&D based on the knowledge shift and the organization learning; The R&D capacity grows the double actuation model, realizes R&D to high-tech enterprise. The R&D capacity growth has the model function.
