摘要
The State Council announced that China is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005. To reduce carbon emissions and intensity will be the key task of the entire country and all regions. How to calculate the different regions (provinces, cities) of carbon emissions and emissions intensity, to establish scientific and reasonable carbon emissions calculation standards, methods and systems is the urgent issues of government. In this paper, we consider the direct and indirect emissions of CO2, we propose the basic framework and technical line of carbon dioxide emissions estimating method for different levels of regions, and provide support for development strategy and management of Low-carbon economic
