The early warning system for public health emergency in china

Early warning system is a complex system consisting of Information Monitoring System, Warning Evaluation System, Warning Identification System, Emergency Alert System and Warning Response System. At present, primary progress of early warning systems has been made in China, for examples network direct reporting from hospitals or other medical organizations in county and above and mutual information reporting mechanism building up, transparency of epidemic information increased. However, some problems still existed: absence of correlative laws and rules, being short of government payout, insufficient utilization of surveillance information, lacking of the standard response plans. To solve the rproblems, the following proposals are putting forward: consummating disease surveillance network, optimizing allocation of resources and system of response, and establishing the vertical accountability system in the public health service system.
