In recent years, instruments of governance have gained interest in the world, including in Poland. They are based on the principle of partnership, according to which, governmental and non-governmental entities are recognised as equal partners. The threat posed by the application of this principle stems from the fact that it assumes the desire to allocate more and more political power to partners at the expense of legitimate authorities. One of the types of governance instruments is citizens' assemblies. During the meetings, their participants decide on the recommendations regarding selected issues of public policy. Therefore, the article aims to examine the axiological foundations of the instruments of governance, focusing on the value of truth. The citizens' assemblies of Gdansk were subjected to analysis. The non-reactive research method was applied first, consisting in the analysis of existing literature, legal acts, website content and radio broadcasts. Based on the research results obtained thanks to the non-reactive method, a questionnaire was prepared for semi-structured interviews, which were conducted with three participants of citizens' assemblies in Gdansk. It was concluded that citizens' assemblies are not axiologically neutral. Their occurrence without sufficient control leads to violations of the value of truth, which constitutes one of the pillars of Latin civilisation.
