摘要
Improving vehicle license plate recognition, reducing the space of image storage, and optimizing image transmission to promote the development of some major ITS technology. By analyzing the process of license plate recognition, as well as the threshold Otsu method segmentation, the principle and features are applied to the character segmentation part of the optimization to speed up the speed of recognition. We study the singular value decomposition principle, and hoe it is used in ITS image compression, and in image quality under the premise of ensuring increased compression ratio according to the RTCP module feedback network state level, and the adaptive adjustment of image format and frame rate, thus effectively saving transmission bandwidth. It is adaptively based on network QoS service level to provide a variety of purposes, and optimizes the video image quality to meet various demands of customers.
