摘要：
Impact evaluation is an important moment in the development project cycle. A methodology is proposed aimed at evaluating, based on a comprehensive and systemic approach, how the impact of local economic development projects is perceived in the dimensions of territorial development. Evaluation criteria contextualised to the requirements of project management are used and the analysis of the agreement of the actors involved is included considering challenges and strategic objectives from a territorial perspective. The methodological conception contributes to substantiate action plans to improve problems identified in the evaluation.
