Assessment of the Effectiveness of Regional innovation Systems in Russia

The purpose of this paper is to find an approach to evaluating the effectiveness of the finctioning of regional innovation systems, free from subjective assessments. Since there is no common understanding of the essence of regional innovation systems in the literature, one can note the considerable diversity inherent in approaches to assessing the effectiveness of their functioning. However, there is a prevailing approach associated with the identification of different groups of indicators that characterize the innovative potential of the region and the calculation of the integral indicator as an average weighted estimate. The difference of the proposed approach is that weighted mean values are not set subjectively and are not a output of the normalization to the total number of indicators, but arc determined as a output of solving optimization problems for each reaion, which allows us to determine the regions not the best in the traditional sense, but efficient, which are using the resources of innovative activity to the utmost.
