摘要：
The article synthetically reviews traditional natural monopoly theories especially on their limitations and issues, presents a kind of natural monopoly theory based on workable competition and seller quantity, and consequently provides a new investigation approach to regulation and competition policy towards network utilities resorting to economic experiments.
