Voluntary Service Organization Which Constitutes Supervision Activities the education services in Taiwan

摘要
In Taiwan, the education services-as it is the larger in scale, superior in quality and geographically disperse type of substitute services-presented an image of voluntary service organization which constitutes supervision activities that aimed at maintaining its internal rules. But it is not uncommon to see conflicts and clashes between highly educated volunteers and base level organization "committee for after school behavior guidance(xiaowaihui)". In this article we tried to reinterprete the organizational characteristics of education services by using the concept of right stucture and transaction cost in new institutional economics. We discovered that 1) the difference between expectancy and reality of right and content of restrictions and 2) transaction cost of supervision are the two inportant dimentions that affect the type of interaction between the organization and its members. From this point of view, we could better analyze the situation differences faced by a highly educated person while he encounters different organizations or being in different status and in different period. Also, this article will point out that if one wishes to make an organization more harmonious, one should select the members who acknowledge the right and responsibilities more accordance to the organization, or adjust motives, objectives and supervision terms on the basic level through organizational innovation.
