ON BELT AND ROAD INITIATIVE

The article deals with genesis and practical implementation of the Chinese "one belt, one road initiative"(BRI). There is a whole assortment of names for BRI in Chinese sources. The reason lies in the Chinese strategic thinking and behavior characterized by ambiguity and undertones. It also reflects the fact that the problem of one belt one road in the PRC and the CPC is a matter for discussions and political struggle. In December 2018 "Xi Jinping speaks on one belt, one road" was published. It contains mister Xi's 42 speeches on the subject from September 2013 to July 2018. It is underlined in these speeches that "the key element of one belt one road is promoting building of infrastructure, states' political connectivity and their development strategies". The question of "great economic integration" is also raised. It is also underlined that "the big deal of constructing BRI. creates advantageous conditions for China's development". The project was linked with "codevelopment", "common destiny of mankind" and "the great rejuvenation of the Chinese nation". At the 19-th CPC Congress "One belt - one road" has been written into the CPC Rules and the Central Committee's Work Report. As a result of the Congress, all this terminology has been included into the "Xi Jinping Thought on Socialism with Chinese Characteristics". Both in scholarly reports and in media materials propagating this project of PRC, one often can encounter the statements according to which the total amount of investments in "Belt and Road" project will be equal to one or even four trillion USD. The current state of affairs looks less monumental: during the first five years after "Belt and Road" announcement, the total amount of investments equaled to 80 billion dollars, including 18,9 billion investments in China-Pakistan Economic Corridor.
