There are lots of uncertainties and risks in the implementation of tunnel engineering projects. The purpose of this paper is to establish a risk management system for tunnel engineering projects. Questionnaire survey method is used to identify risk factors, and the Risk Management Gate (RM-Gate) method is applied to establish risk mitigation measures for key construction processes. The construction is divided into 3 phases: preparation, operation and supervision. The 3 phases are further divided into 7 RM-Gates: construction site investigation, implemental construction design, tunnel portal construction, tunnel construction, geological exploration, monitoring, check and supervision. Risk management tasks are assigned to each RM Gate. Risk factors of tunnel engineering projects are identified and tasks of each RM-Gate are determined in this study. Findings show that the RM-Gate System is useful to manage the risk of tunnel engineering projects.
