摘要：
The article presents the first Agrarian Republican legislation of Rio Grande do Sul, discussing its impacts to control access to land. A significant step in this policy came in 1899, when he felt the need to effectively promote it. These new laws favored state control over lands considered as public, in an attempt to prevent the capture and destruction of forest areas, but allowing the commerce of the same, by the government.
