In recent years, with the rapid development of Internet technologies, the need for easy access to information has increased. Thanks to these improvements, web-based education systems became frequently be used to receive different trainings in several areas without depending on a specific place or time. Training activities for reaching a large audience can be maintained easily with web-based education systems. Due to the advantages of these systems, their usage, either as a basic system or a supportive educational tool, has been increasing day by day for different areas of expertise. Web-based education systems are seen as a useful alternative for legal professionals as well as for many professional groups, due to issues they have with time and place. The main reasons for this can be listed as the differences in their knowledge levels, preferences of each expert in the area, their age differences and their different time and place requirements due to the intensity of their work. With this need in mind, a web based training system was developed and the system was designed to be adaptive in order to be successful and private for each user. The developed adaptive web-based education system provides services within the system to users according to the preferences and knowledge levels of legal experts. Within the system, legal specialists are guided according to their level of knowledge and support to learn the same subjects in different styles. In addition, every legal expert has the opportunity to see and follow the level of knowledge in education within the system, and as a result, a trackable structure has been established. Another feature of the system is that experts can communicate with each other whenever they want. This provides the advantage of making communication from a single point rather than providing communication from different vehicle-side environments and making it easier to follow the learning process. In addition, the system also serves as a single source for the purpose of ensuring that legal experts are up to date on their need for legal resources. In order to determine the level of success and the usability of the system, the expert evaluation method was preferred and the two field experts are involved for assessing the system for a certain period of time. These experts compared the differences, advantages and disadvantages between adaptive web-based and traditional training systems and scored the system according to its design and functioning. When the results were examined, the success rate of the developed adaptive web based training system was found to be around 88 %.
