Development of the Fish Processing and Preserving Cluster in Latvia

摘要
Cluster in the fish processing and preserving industry in coastal region of Latvia is economically identified and is the most saturated one. Author shows that according to the developed cluster identification methodology, this industry has double the localization and specialization ratios in the coastal region than in the other regions. After identifying this cluster, author has developed the theoretical cluster model, and conducted the GAP analysis with expert grading that shows the current cluster development stage. According to the analysis, cluster has currently reached 51% of its maximum potential, therefore future development scenarios are developed in order to find the most efficient development path. Author has concluded, that in the current situation, the cluster can develop if the association develops formal cluster with the funding available from EU and government of Latvia. In this cluster active participation of the enterprises and government institutions are crucial. The findings are important step towards effective fish processing and preserving cluster establishment in coastal region of Latvia.
