摘要：

The optimization of industrial structure is not only crucial to the success of experimentation in two-oriented society but also urgent for the transformation of economic growth mode in Hubei province The paper focuses on how to develop low-carbon industry aiming at cultivating ecological civilization, the solution mainly lies in the construction of new industry and modern service industry, as well as more importance -attachment to the headquarters-economy together with the optics valley of China, on the basis of present conditions in resource endowment, institutional arrangement and industrial structure
