摘要：

In 2018, the city of Iasi has won the Emerging City of the Year Award at the CEE Shared Services and Outsourcing Awards Gala. This success was achieved as a result of joint efforts over the last 10 years by the business community, the local authorities and the university environment. As such, it was proved that the collaboration between the universities and business environment was able to generate well trained and competitive workforce that transforms a city into an IT center famous at a national and even European level. The paper intends to draw best practice patterns for cities that aim to becoming IT emerging poles in their countries.
