摘要：
Since Germany is centrally located in europe, it is a turntable and a crossing of north south and east west traffic with a high share of transit traffic. The author explains some of the measures taken to combat congestion on the motorways because attempts to shift the increase in goods transport to the railways have been unsuccessful.
