E-GOVERNANCE AND EDUCATION SERVICE DELIVERY IN NIGERIA; A STUDY OF UBE POLICY IMPLEMENTATION IN SELECTED LOCAL GOVERNMENT AREAS OF LAGOS STATE

摘要
In recent time, various nations have introduced Information and Communication Technology (ICT) in the diverse sectors for the purpose of improving the quality of service delivery in their territories. The introduction of ICT has increased daily engagement of the people globally. This improvement does not exempt the educational sector across the nations of the world. For instance, in Nigeria since the emergence of e-governance in the educational sector it has sought to transform the traditional ways of rendering educational services in the country. Thus, the paper examined the effect of e-governance on education service delivery in Nigeria, with respect to the universal basic education (UBE) Policy Implementation in selected local government areas of Lagos State, Nigeria. This paper adopts the mixed research method by Creswell (2009) that is combination of qualitative and quantitative method. For the quantitative aspect Area/cluster and simple random sampling was adopted because of the nature of the target population which range from bureaucrats, parents, teachers and their head in UBE schools. 10 key informants were interviewed while 430 respondents administered with questioner. Both interview and questionnaire were carried out evenly across the three (3) senatorial district of Lagos State. Quantitative data were subjected to regression using regression and Analysis of Variance through SPSS result and interpretation, and was analyzed accordingly. Similarly, qualitative data undergo categorization according to question and thereafter coded before it was interpreted through the statically package for social sciences (SPSS). Also, the characteristic of respondent was presented on frequency tables. The finding of the study shows that e-governance plays a major role for effectiveness and efficiency in education service delivery in Nigeria. In line with the findings the study concludes that federal government should allocate substantial fund for UBE programme and the state government should ensure that fund allocated for this schools is judiciously utilized for the purpose. The study recommends the need for government to invest more on infrastructures and also make ensures e-governance is well utilize in the public schools in Nigeria.
