The Service Model for Development of Cultural Industry in Luoyang High-tech Development Zone-Based on the Analysis of Government Behavior

From the viewpoint of industrial organization theories, this paper analyzed the major problems in the development of Luoyang cultural industry, such as the absence of themes and product support, the lack of integrated planning and efficient management organization, as well as the deficiency of public service platform and special organization for the improvement of cultural industry. Taking Luoyang High-tech Development Zone as the basic unit and based on the analysis of government behavior, this paper proposed the innovation model of service for the development of cultural industry in Luoyang, including the foundation of special coordinating organization and the innovation of management system with focus on the high-tech development zone; the construction of financing website and the innovation of financing mechanism with the high-tech development zone as the major carrier; the establishment of E-commerce platforms for transformation of research achievements and improvement of the industry and the innovation of improvement methods with the high-tech development zone as the core; the establishment of public service platform by active application of public resources and the innovation of service model for cultural industry with the high-tech development zone as the major media.
