摘要：
'Disaster management' and disaster analysis in South Africa have undergone changes in the last two decades. This article reviews these developments, locates them within the broader international discourse and provides an assessment of current policy initiatives. In the past, responsibilities for disaster management were divided among several government agencies. Current initiatives, heralded by a green paper attempt to improve the co-ordination of these parties and to move from viewing disasters as isolated acts of nature to being the outcome of unmanaged risk.
