摘要：
The basic tools of public finance is traditionally budget. The budget defines the needs and resources that will enable various state bodies, institutions, agencies, and the like. Effective and efficient management of public finances in the Slovak Republic required the introduction of best modern tools. Due to effective management of public finances in the government began to use the tools that are typical mainly for the private sector - strategic planning, measurement and benchmarking, management and performance-oriented budgeting. Most promising, based on international experience, it seems a tool known as performance budgeting.
