Introducing competition into local exchange markets

This paper describes a dramatic plan to deregulate intrastate telecommunications, which could be enacted Into law in Kansas within the next year, The essential nature of this approach is the complementarity among its different parts; two actions are complementary if doing more of one increases the gain from doing more of the other, This paper explains how the parts of this proposal mutually support each other, providing an integrated plan for intrastate telecommunications deregulation.
