Study on architecture of on-demand e-governance process

摘要
The introduction of e-governance leads to major changes in the structure and operation of public administrations and the transformation of the traditional government function, which shapes public administration's way into the information society. This transformation is. service-oriented and needs to respond to an increasingly quickly changed requirement. It requires the governmental process reengineering and the integrated platform. However, traditional governance based on Information Island has negatively affected this evolution. Repeated construction of e-governance platform implemented by respective government departments exhausts huge resources and produces extravagant expenditure. Thus, how to form elastic and united e-governance, become a key issue. This paper studies this problem from the viewpoint of government processes construction. The aim is to present the architecture of the on-demand e-governance process, so as to realize the flexible combination of governmental processes according to the requirements from users. It includes an overview of characteristics of on-demand e-governance process and technical request for this architecture. On this basis, it analyzes the hierarchy as well as the structure of the architecture. Finally, it points out the future efforts and direction for implementing the on-demand e-governance process.
