摘要
The study analyzes one of the specific aspects of the first decade of the Hungarian local, self-government system. The author examines how the relationship between state (local authorities) and non-profit sector (local organizations) has been evolved. He states that the picture is mixed and diverse. The conditions of an intensive development have been set, the state tasks related to the non-profit sector are manifested in the governmental structure and the programs of the governments during millennium years. The author also regards quality of the public participation as an important element of the analyses. He states that a special type of participation has been evolved, the so called 'civil party politics'. Analyzing the different type of civil society organizations and the local government elections' results, he states that direct political participation of the organizations which manifests in nomination of candidates, having seats in the local governments is a role and identity confusion. The author points out that instead of pushing local party politics, part of the organizations chose more perspective decision when they rather formed and form the content part of politics, meaning different forms of public policies.
